Malaysian operators finally agree to take stake in wholesale 5G network

The Malaysian authorities established an August deadline for operators to just accept the stake in DNB or else lose 5G spectrum entry

Malaysia’s transition to 5G has been suffering from a big bottleneck stemming from the federal government’s determination to forego a spectrum public sale and as an alternative launch a nationwide, state-controlled 5G wholesaler, Digital Nasional Berhad (DNB). Whereas the nation’s largest operators — Celcom, Digi, Maxis, U Cellular, Telekom Malaysia and Time dotcom — have been lower than supportive of this strategy, all six have now, and at last, agreed to take up fairness in DNB.

Past complaints about DBN’s excessive pricing and lack of transparency, Malaysia’s operators felt they have been extra able to rolling out 5G themselves. As a result of they have been nonetheless refusing involvement with the wholesaler in early 2022, the federal government proposed that the operators take a mixed 70% stake in DNB. Initially, the operators favored this concept, however from the federal government’s perspective they have been nonetheless too sluggish to tug the set off.

In an effort to elicit a call, the federal government established an August 2022 deadline to just accept the stake in DNB. In the event that they failed to take action, mentioned the federal government, they may lose 5G spectrum entry solely, and overseas gamers can be invited to enter the market.

That strategy labored, apparently. Finance Minister Datuk Seri Tengku Zafrul Abdul Aziz advised the Malaysian media: “All the important thing phrases have been finalized final Monday [August 8]. One or two got here very, final minute and solely as a result of they realized if I don’t are available in, my competitors is there.” He added that there was curiosity from operators in India, Hong Kong and Singapore.

The phrases state that nobody operator might personal a stake better than 20%, whereas within the case of mergers between two firms, the stake couldn’t exceed 25%. The federal government will maintain the remaining 30% stake.
