Rachel M. Davison Named Acting Commissioner of Insurance


Officially Assumed Duties on April 14, 2024

Massachusetts has a new Acting Commissioner of Insurance. According to the National Association of Insurance Commissioners, Rachel M. Davison assumed the duties of Commissioner of the Massachusetts Division of Insurance on April 14, 2024.

Acting Commissioner Davison joined the Division in November 2015 as Deputy Commissioner and General Counsel. In March 2020, she became First Deputy Commissioner. As First Deputy Commissioner, she served as the senior advisor on strategic planning and policy development for the Massachusetts insurance market and oversaw agency operations. As General Counsel, she provided legal advice to the Commissioner and Division staff, oversaw the development and drafting of legal interpretations and regulatory guidance, supervised adjudicatory and administrative hearings, and helped address questions from consumers and other areas of government about Massachusetts insurance laws and regulations.

Since 2019, Acting Commissioner Davison supported the implementation and development of policy related to international insurance regulatory standards, both domestically through the National Association of Insurance Commissioners (NAIC) and internationally through the International Association of Insurance Supervisors (IAIS). She is a member of the IAIS FinTech Forum and has spoken on reimagining regulation for innovation and the use of innovative technology in insurance supervision (SupTech). 

Prior to joining the Division, Acting Commissioner Davison was a partner at Morrison Mahoney LLP and Lewis Brisbois Bisgaard and Smith LLP. She also co-authored “Contribution Between Insurers” published as 13 New Appleman on Insurance Law Library Ed. §166 (2015).

Acting Commissioner Davison is a graduate of Suffolk University Law School (Boston, MA) and Rutgers College (NJ), and she is a member of the Massachusetts bar.
